**ATTENTION**
If you transfer activity or commands within Japan, please update your information with the Safety Office. Civilian employees, please bring your new letter of employment to the Safety Office.
To drive vehicles (private or government-owned) in Japan, you as a SOFA sponsored member must complete the Local Hazard Class (as known as SOFA class) to become familiarized with Japanese driving laws, signs, and customs. The class will be followed by a written exam.
Applicants must also present one of the valid driving credentials listed below:
§ A valid (current) driver's license issued by any state or territory of the U.S. or by the District of Columbia
§ A valid Government of Japan driver's license
§ Written proof of a successfully completed certified formal driving course
§ A valid (current) driver's license issued by the country specified in USFJ Instruction 31-205
GMV (or GOV) licenses (OF-346) are administered by Non-Tactical Vehicle (NTV or former GME). After completion of the Local Hazard Class and successful passing a written exam, you may apply for a GOV license. Please contact the Licensing NCO at NTV for the detail.
Local Hazard Class and Test will be given during the Joint Reception Course (JRC) organized by the H&S company office.

USFJ Form 4EJ will be issued to cover a person's initial tour of duty. You can renew your USFJ Form 4EJ 90 days prior to the expiration date.
It is the licensee's responsibility to initiate renewal action on his or her own license.
A license that has expired may not be renewed.
In order to renew and extend your license, proof of your SOFA sponsorship and tour extension, i.e. new orders or letter of employment/extension, and the following valid credential:
§ A written proof that they have successfully completed a certified formal driving course
Civilians (GS, NAF CTR and dependents), E-6 and above and ADCON Marines in Tokyo, please contact Safety Office to schedule a test.
E-5 and below who want to obtain a POV license (SOFA license) need to have approval from the Battalion Commander. Please contact the H&S Company Office for the POV package and procedures.
Fleet Activities Yokosuka Safety department offers both Motorcycle Safety Foundation (MSF) Basic, Experienced and Military Sport Rider Courses. These courses are mandatory in order to become properly licensed while riding in Japan.
Rider Coaches are volunteers for the community and offer their knowledge of riding and the special conditions that are encountered while in Japan.
